Points well taken. You're just asking in the wrong place. You should take this up with the gzip upstream maintainer. It is not a Debian packaging issue, it is a request for a fundamental change in the functionality provided by gzip. If bzip2 algorithm support were to show up in a future gzip release I'd be as happy as the next guy. If the gzip upstream maintainer doesn't fold in bzip2, then the right solution is for this to be handled by applications like dpkg-source... not by having the Debian gzip functionality diverge from the FSF gzip.
