Read the write-ups about O'Reilly's sumit. They all thought that centralized control was an ingredient in their individual succeses. Perhaps Debian can get by without it. But without and central control AND no fast rules, it will probably degenerate. Strict rules and route for appeals for flexibility is the way to go. Rules are the only central authority holding things together. (Who holds the power to make rules is another matter.)
