Well, frankly, nothing is "necessary" in /etc/skel/. The two bash
scripts are fairly content free, and .alias and .cshrc provided by tcsh
are very much of the "let's do this because it's neat" flavor.

I don't think that practice is consistent with policy here, and I'm
not sure which should bend (both?).  An empty /etc/.skel/. would be
even less obvious to the new systems administrator than the current
scheme of things.

And, of course, it's easier for a sysadmin to rip files out of .skel
than to author them...  [Though most people probably just leave things
the way they're shipped.]
