I agree.

We can use NMU ITS Orphaned RFA ITA RFH etc,. processes to deal with.
Debian already had so many processes. 

Slightly expanding these processes is better.

  - Bugs filed against the package do not have answers from the
    maintainer.
Any people can help answer bug report, supply patch, etc,.
NUM is allowed for new upstream version bug
and release-critical, important bugs. 

  - There are QA issues with the package.
Allow do QA upload for some type of QA issue.

  - Not on Salsa but it could profit from team maintenance
Salsa, even git repo is not *must* for the package maintain.
The package maintainer has right to decide use or not use git.

Use git rebase to maintain the commit log is also take much time.

If package maintainer would transfer to team maintenance
is no problem.

  - Not uploaded by you in the last 5 years
Do mass bug filing for it?
or allow do a source-only NUM upload?
or also allow update the copyright year info? 

  - Standards-Version < 4
Is there the plan or roadmap to improve old Standards-Version package?

For example, set the deadline for Standards-Version < 4, do mass bug filing.
If package maintainer don't update until the deadline, raised the bug
severity, then use NMU to upload.
