Might it be worth linking to those policy sections, here perhaps: https://ftp-master.debian.org/#rejections and then linking to that from the NEW summary page. People looking at the NEW summary page are quite likely to be wondering if they may have done something wrong, so will be motivated to follow the links, and might even manage to notice a reason for a rejection by themselves, and fix it unprompted.
