X-Debbugs-CC does not forward replies to bug reports. People replying to bug reports need to explicitly CC the bug submitter or hope that the bug submitter is already subscribed because it is a package they maintain. The workflow to manually subscribe to individual bugs is tedious enough that I only do it occasionally for bugs I am interested in, usually where I am not the bug submitter. Thank you, Jeremy Bícha
