In the case of openqa, a) I uploaded that on Jan 23rd, and b) upstream treats every commit to their master branch as a release, so there is basically no way of ever satisfying your up-to-dateness test, because there will generally have been another commit before a package makes it through the buildds let alone making it into testing.
