Because it works fine and it is the most commonly used branch name for 
development. It is also shorter, which is nice.

Clearly not deprecated enough...
Hence the real question here is: why do you think that "the majority of 
Debian packages" should change the branch name that they are currently 
using instead of you accepting it for your proposed standard?
I think that this is the core issue with DEP-14.

It is not obvious at all to me how this would be stifling usage of git 
in Debian.
