I've actually used those pages more than once and appreciated their
presence by default, but I also appreciate the ability to not install
them. Sounds like I'll end up installing libpam-doc where I need them.

I confirm. Their presence inside the /usr/share hierarchy makes them
fully independent of any /usr-merge or /usr-move concerns.
