an alternative that I was thinking of, is making this "everybody is onboard" policy more explicit by having a special email to use for the Maintainer
 field. For example:

Maintainer: Debian community <debian-commun...@lists.debian.org <mailto:debian-commun...@lists.debian.org>>

The stewards of the package could be listed as Uploaders, as it currently
 happens with team-maintained packages.
We don't need new vocabulary and a new mailing list for this.
 Let's use:
Maintainer: Debian developers <debian-devel@lists.debian.org <mailto:debian-devel@lists.debian.org>> Maintainer: Debian contributors <debian-devel@lists.debian.org <mailto:debian-devel@lists.debian.org>>
 (lowercase 'd' deliberate)
We could replace the LowNMU wiki list with this, right now.

 That would be great!

Wouldn't this however require instructing reportbug and BTS not to send bug
 reports to debian-devel@?

Hmm. I wouldn't mind the bug reports hitting -devel; it doesn't seem
any different from all the ITPs?

Please don't. We did the opposite for javascript team, we created a dedicated discussion list since the volume of mails were too huge, go and ruby teams do this too. All accepted, processed mails come to this list.

We could use collab maint list, which was specifically created for this https://wiki.debian.org/CollaborativeMaintenance
