Which is where I would look as second place indeed, but not
/usr/lib/$package (at best /usr/share/$package)

Yes, but the thing is: I *do* want to see that message, to make sure
what changed upstream and fix my manual configuration accordingly.

Or can be put in .d/ directories. But then if e.g. an option disappears,
things just break without getting any warning ahead.
