This requires making it easy for NMUers to commit changes to any such
repo, which requires standardization, which won't happen.

Besides, I'm not sure what would I do with a repo with unreleased changes
that I don't want to include in the NMU, so that part of the workflow
needs to be discussed and standardized too.

Not sure what's the logic here, but I feel like what you thought about may
require some "tag to upload" solution not to be just implemented but also
mandated, which won't happen.
