It's needed for the Halloy IRC client, ITP #1076461. It will be maintained under the Rust team umbrella, but as a separate repository because 1. it has numerous member crates in the workspace, 2. it's meant to be used as a whole for most end users, 3. it somehow encourages using unreleased git revisions, aka bleeding edge.
