Ok, my bad. The updates I was seeing came from
http://security.debian.org/debian-security/dists/stable-security/main/
I looked at the wrong package archive.
At least for arm64 (Raspberry Pi 4)
Empty Contents-arm64.gz but Packages file is non-empty
