I thought the suggestion I'd made as the last comment on that bug (roughly, consider a migration to orphan-sysvinit-scripts after the bookworm release) was not entirely unreasonable? It's not entirely straightforward (and I'm not sure udev rules are best handled thus), but still probably better co-ordinated via that bug report rather than this -devel thread...
