The policy is to keep /etc/skel minimal, to avoid unecessary bloat of /home structure... keep in mind that many ISP's have thousands of users. Besides, what the diffrence if the configuration options are in /etc or /home/user ? And is there any single user who thinks that seeing the path is bad and can't change prompt himself? There are millions of new users who will not have a clue how to change the prompt and will just think that debian sucks, it doesn't even show where you are. Atleast this could make it to FAQ, but i can't possibly understand what damage is done if the default prompt is changed to PS1="\w\$ " .
