To provide an example: unofficially there is a @debianzh telegram group that coordinates all Chinese-speaking Debian users and developers, including several DDs. It is also connected to OFTC IRC #debian-zh channel [1] via a bridge bot maintained by me. However, I have no confidence on whether we want a somehow "official" debian-devel chat group outside of IRC, or even having it bridged back to IRC #debian-devel channel in some way.
