We already have mmdebstrap functional -- it's an order of magnitude faster than debootstrap. It should just be integrated into d-i and the like. Then there's my zdebootstrap (unfinished PoC) that's extra two orders of magnitude faster than that. I had no time to hack on it in a while, though. Thus, I guess you'd want to adapt mmdebstrap to your needs.
