The "salsa" command line tool can help. In pkg-security we have script to apply our defaut configuration and it can rename a branch and update HEAD. See bin/update-repos and salsa-pkg-security.conf in https://salsa.debian.org/pkg-security-team/pkg-security-team Changing upstream to upstream/latest is likely not doable in a single step however you have to go trough some intermediary branch.
