My initial feeling was similar, but we're talking about systems that only have minbase/priority Essential packages and nothing else. Newbies are not going to be using such systems. And if there's a choice between a not-small (~2MiB) friendly editor in the minimal images, OR a vi implementation, the latter is more important IMHO, and comes with the advantage of also being the smaller choice.
