The accepted mail is dated 09:33UTC, i.e. after the 07:52UTC dinstall. The next dinstall following that started at 13:52UTC, which was almost exactly when you sent your mail. Unless I'm missing some other detail, this has nothing to do with the package being in non-free, simply that you haven't allowed enough time for the upload to actually reach the mirrors.
