Or because the user might not use the system bus at all, but the application depends on libdbus-1-3 it because it's a library and uses it as an optional feature (e.g. if available). This is the case with emacs24 (which works even when the system bus is broken, one just gets annoying warning messages). Similarly, emacs24 depends on libx11-6, but an X11 server (local or remote) is entirely optional.
