Maybe. I'm not sure. main -> {contrib, non-free} could just work.
Elevating out of non-free would be problematic, of course. This could
also be implemented as a diff against the current state on import, it
wouldn't necessarily need to be in a list. But I don't really care. I
mostly care about sections without components and priorities. ;-)
