I have never used Kali Linux and do not use Windows.

It sounds to me like you have a problem with your boot loader.

To reinstall Windows, you may need to select your CD as the boot device in BIOS. What may be happening is that your hard disk is the current boot device but the boot process is broken, so your hard disk boots but booting fails:

To enter your BIOS or boot device settings you will need to press a key such as Del, Ins, F8, F12, F2 at boot time. The key to press depends on the laptop BIOS manufacturer:

Your Kali Linux problem may be a graphics driver issue. If you are able to reach the GRUB boot prompt, try booting in a safe mode if available to disable advanced hardware options. This adds linux kernel command line options to disable some hardware features.
