It should be possible - you compare the symbols file or/and the shlibs file of the previous version with the current version. If the new one has a higher version requirement, you send it to manual review. That is the theory... There might be some corner cases (e.g. should new symbols trigger a manual review?), but I do not see anything immediately impossible in doing it.
