The module is written for Python 3, and the name of the binary package would be python3-pyuca. The upstream package includes pyuca/allkeys.txt (originally: unidata-6.3.0.txt), which defines the Default Unicode Collation Element Table (DUCET), which underlies the Unicode Terms of Use (Unicode-TOU) [3], which is listed on the SPDX License list [4].
