FWIW we've been using http://anonscm.debian.org/gitweb/?p=pkg-perl/scripts.git;a=blob;f=perl-5.10-transition/find-rebuild-order for transition ordering when preparing Perl transitions. That one uses the system apt cache. I wonder if the Python and Ruby folks have rolled their own ones too.
