Desktop clients also use underlying stacks (e.g. libpurple) for some of their work - similar to JSCommunicator relying on JsSIP. If JSCommunicator sends the proper instructions to browsers to use (or favor) Opus and similar for other features, then to me that seems similar to desktop clients expecting the desktop to have some audio output configured for audio and and have adequately powerful graphics driver working with X11 for video.
