That is correct, however, the way it is done currently, it does approximately what one would expect in Debian! :) Anyway, that's not a clean implementation. So, thanks a lot for this definition matching sysv-rc. So this may lead to newer code. The author of lsb2rcconf (eg: Dmitry Yu Okunev) will work on it. What will be done is scanning all LSB header scripts for $all, and fix the conversion to the OpenRC internal format (at least that's what he wrote on IRC).
