I still need to blog about this, but there are two other means
that could qualify as "push-notification" for planned removals:

 * Debian Maintainer Dashboard (http://udd.debian.org/dmd/) lists
   them in the "TO-DO" section, and provides an RSS feed.

 * how-can-i-help lists them (for locally installed packages, but it's
   possible to provide a list of additional packages to monitor). Run
   it in cron if you want to get emails. (see the man page)
