http://bugs.debian.org/646130 seems to indicate that the primary reason why we haven't yet switched to a newer version is due to the fact that d-i hasn't been adapted to use a newer version than parted 2.3. I'm fairly certain that additional assistance would be accepted by Colin Watson to fix d-i to support newer versions (or going to a parted3 package) to make this possible.
