So the *default* configuration doesn't advertise 8BITMIME for the reason that exim won't do conversions later on when relaying to other hosts (which might be a possible RFC violation, depending where the mail is relayed to). One could certainly argue that isn't the best / recommended state, but it's not that bad either. (And this is one of the first hits while searching for 8BITMIME and exim.)
