If that is the only use-case for this change (and I can't come up with a better argument for this change either), I'd prefer if we use a dedicated return code for this case. This way, ifupdown doesn't need to change its behaviour and hooks which need to be able to initiate such a rollback can do that explicitly. So from my pov it would be preferable if this change in ifupdown was reverted and support for such a special return code was added.
