Netinst also contains all the relevant packages. Only netboot and businesscard images absoluetly require a mirror. With netinst you can go back on the mirror selection and install without a mirror. Then later you can configure apt yourself and run tasksel manually. That then even works with the current gpg key of Release.gpg being unknown to the old images.
