Hi Ben, It's great to see that someone is working on getting CiviCRM into Debian. I wanted to let you know that there was some previous work on this a while back that you might be able to leverage. Daniel Holbach and I put some effort into this as part of the Ubuntu NGO team, but this has stalled largely due to the number of bundled PHP code copies. There is a wiki page that we used to track this work [0]. There you can find links to debian packaging branches for quite a few of the bundled code copies as well as a link to a PPA with binary and source packages. We forwarded our work to pkg-php-maint at the time. Some of these things have found there way into Debian since. There is also a branch for a civicrm package at lp:~ubuntu-ngo/civicrm/ubuntu This package was functional, but never really ready for prime-time. Please let me know if there is any way I can help.
