We already have priorities in Debian packages, so this would be no big difference. Looking at security: In the suggested scheme it would be easier to update an insecure package hosted in main. An explicit backport from testing to stable wouldn't be necessary, since the packages in main/testing are supposed to be backward compatible to stable on binary level. Its 1 source package to update, not 2.
