The advantage is that no-one can make _other_ user interfaces to bug submission that we don't want. (Or at least, they are deterred from doing so.) I agree that using http as a transport for reportbug would be fine, in itself. But if you read this thread you can see numerous suggestions that "if we had an http interface we could also do X Y Z". Apparently, if we don't want X Y Z done then we must resist an http interface for bug submission even if it makes it hard for reportbug to work correctly, because it's the thin end of a wedge.
