In database terms you're talking about a separate table that stores N:N
relationships,
so why store the information in either package?
It would be better from a data-processing perspective to store this
information in
another package, as this would allow for arbitrary constraints and
brings in the
whole concept of actions (such as package installs) once
prerequisite-triggers fire.
This "package" wouldn't even need to be the "a.plugin-b" package, if
there are many
such packages.
