This isn't very clear. The OpenPGP standard doesn't specify a fixed ordering for user IDs, so the order in which the user IDs for a given key are written is undefined. If they're written from a hash/map whose ordering changes every time it's used (think perl's hashes), then the same program can produce different outputs every time.
