This is a bit like saying 'IPv6 is the current version, we need to change packages to use that instead of IPv4'. If CELT 0.9 is significantly better then the SPICE protocol should be updated to support it as an alternative. But since 0.5 is now specified in that protocol then SPICE clients and servers will need to support it for a long time to come.
