I personally stopped bothering with doc-base because I can't send
those files upstream and have other distributions also benefit from
them. IMO we should replace (like menu, defoma, etc) doc-base with a
freedesktop.org standard for documentation registration.

In addition, doc-base is pretty-much useless for desktop users since
it doesn't integrate with GNOME, KDE and so on.
