Has it been decided that backports.debian.org would be a separate dak installation? Otherwise it might well be that the backports suite are going to be directly managed on ftp-master.debian.org. That way it's automatically mirrored, etc. Also I fail to see why the upgrade would have to be done twice. Either you do it now and you can copy the database and the files to backports.debian.org or you don't and you'll have to do it on the new installation anyway. What do I miss?
