It could have been be argued that this information were already available in the manual pages. I think the the added check in lintian was a good thing and that it had an impact in making used patching system more explicit. It would be good if something similar were adopted to *-dbg packages as well. The best would be to simply point to a location where this information would be available, like the Wiki you mentioned: http://wiki.debian.org/HowToGetABacktrace If this is not mentioned in the package itself, this information is not readily available.
