$ ls -l /usr/share/misc/usb.ids lrwxrwxrwx 1 root root 25 2009-08-24 12:01 /usr/share/misc/usb.ids -> /var/lib/usbutils/usb.id So the title is not correct, it's not just /usr, but /var also needs to be mounted. How about re-running the rules after all the filesystems have been mounted?
