According to SVG specifications[1] and freedesktop's mime database[2], the compressed .svg files should be named *.svgz (not .svg.gz) Files that are named *.svg.gz are identified as application/x-gzip instead of image/svg+xml-compressed. Therefore, those files are treated as an archive (wrong file association, wrong icon). I am opening the bug against debhelper because it will compress any svg in /usr/share/doc/*, but some .svg.gz might be provided by upstream.
