When copyright is assigned to the FSF, the upstream maintainer generally changes the copyright statements in the headers of the files: http://www.gnu.org/prep/maintain/maintain.html#Copyright-Notices If you do want to check who has assigned copyright to what, ask a GNU maintainer who has access to the records on fencepost.gnu.org.
