Most complete ITPs just copy a draft of the long description verbatim.
The Developer's Reference recommends that the second paragraph of a
long description describe why a tool is preferable to others. [0]

It would certainly be nice if people expand on this even more when
they give ITPs (For instance, when I submitted an ITP for another
Scheme interpreter I described why it was preferred.)
