No. It might be that packages ship more than one file in /usr/lib/menu and /usr/share/menu and each file there seems to trigger an update-menus run (even if Joey Hess doubts this there is clear evidence in #484167).
Maybe what you're seeing is that packages supplying a menu entry are calling update-menus in their maintainer scripts as well as having the triggered call to update-menus occur.
