Maybe one reason is that even the simplest bugs are just left unsolved. A friend of mine reported a bug (#468779) and informed about a simple way to solve it. The reply from the maintainer was that it was complicated so do something about. A few days later we solved it for ourselves in 20 minutes. It was very easy -- even for such amateurs like us. This specific bug report is about a new Intel network adapter. I would expect A LOT more of innocent users to run into the same problem soon. They may reject Debian for that reason.
