I also thought the same some time ago, on the other hand "development of Debian" means in big parts packaging software (as opposed to work on the infrastructure) and as such it makes sense to have ITP on devel. That said, the benefits are not that important: review of description and package names and in some cases discussion of the usefulness of the package. Are there other ways to get the same result without involving the -devel list?
